Job Summary

Responsible for planning, implementing, administering and supporting software applications which support Houston Community College’s Financial Planning and Budget business processes.  Lead and mentor other team members within Office of Financial Planning and Budget by providing expert in-depth knowledge of Financial Reporting systems, including functional support, configuration, data reporting and security.  Focuses on supporting the development of analytics and capabilities using a variety of systems, processes and metrics to ensure that timely, accurate and insightful information is available to organizational leadership across the college system.  Provide advanced level project management expertise to oversee the planning, implementing and tracking of financial and budget technology projects.

ESSENTIAL FUNCTIONS

Serve as a subject matter expert for HCC’s financial management system, including system administration, maintenance, data integrity, security, reporting, project management and customer support.

Make recommendations regarding staff training and provide on the job training as required.

Train, mentor, monitor and ensure coordination of the day-to-day activities and performance of the Technology and Project Analyst.

Collaborate with Financial, Planning and Budget team and Information Technology on finance system configurations to provide the correct functionality and to better leverage the system for greater effectiveness.

Support department users to meet automated financial, budgeting, business, statistical, and forecasting needs.

Actively monitor the software vendor website for upgrades and fixes and work with stakeholders to develop appropriate test cases necessary to perform validation testing on all required system modifications, customizations, fixes, interfaces and updates.

Manage the vendor relationship and work with the vendor for the best system support.

Evaluate business processes and recommend improvements in order to maximize the use of financial and budget reporting systems, including position budget management in human capital management commitment control system.

Lead the system configuration and administration of large Financial Management System projects by providing expert knowledge and support, and make necessary changes to meet business requirements.

Troubleshoot and resolve system related problems; coordinate with relevant System Administrators and/or third party vendors regarding configuration, user support and problem resolution.

Extract data from multiple data sources using a variety of query languages and tools.

Understand the data available in applicable business systems and write queries.

Responsible for requirements gathering, analysis, design, implementation, validation, and maintenance of ad-hoc and scheduled reports focused on understanding core business operations.

Assist in the development and ongoing reporting of performance metrics and benchmarking, keeping requestor informed of progress.

Translate, clean, and validate large data files, in multiple formats.

Generate reports providing key insights and metrics using a variety of reporting tools and technologies.

Choose tools and technologies appropriate for requirements of the project.

Develop dashboards and other visual management tools that allow key stakeholders to make educated and informed decisions around their processes.

Provide strong support/management in timely flow of business intelligence information to requestor by meeting deadlines and being responsive to requests.

Collaborate on special projects.

Keep current with the latest technology; regularly attends technical training in order to maintain functional technical expertise.

Lead, train and mentor other team members on Finance systems support.

Assist to develop policies, procedures, programs, scripts, or web pages as required.

Provide functional support to users experiencing difficulties with applications and serve as a liaison for IT for technical assistance.

Create user documentation, job aides, and/or Standard of Operations (SOP) for better system and customer support.

Work with end-users to identify their reporting requirements and assist with software functionality.

Provide periodic system and project status reports to management

Perform other duties, tasks and assignments as required.

QUALIFICATIONS

Education & Experience

•  Bachelor’s degree in a related field required

•  5 years managing Financial Systems, data integration and business intelligence experience required to include project management

•  Experience implementing information management systems, managing security, quality assurance, and training operations preferred

•  Experience with cloud-based Enterprise Performance Management (EPM) software (Anaplan, Vena, Everstage etc.) is a plus

Licensing & Certification        

•  Valid Texas Driver License

•  Project management training and/or certification preferred

Working Conditions

General Office.  Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner.  Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements.  May be required to work after hours to include weekends and holidays.
