We are currently seeking a Lieutenant who will advance the institution’s proud tradition of excellence in academics, student life and community service.

The Opportunity


You: You’re a proactive leader who’s always on the lookout for innovative ways to improve operations and ensure the safety and security at college facilities.

Your mission: We’ll count on you to serve as a member of the department leadership team and assist in developing strategic plans to direct department activities. You will direct the activities of Sergeants and ensure compliance with Crime on Campus crime prevention requirements.

A typical day: As second in command, you may kick off the day with a briefing, where you discuss safety and security plans for the college as part of the daily routine and of the strategic plan. Once you’re finished, you head to a meeting in Administration, where you talk about department communications during inter-agency operations (e.g., special events, emergencies, etc.) You’ll spend some time in the afternoon putting the finishing touches on a report detailing crime prevention surveys and make recommendations for improvements to facility security, and your proposals for accomplishing those improvements.

SUMMARY

Manage safety, security and police operations at the district/ division to which he/she is assigned. Perform other duties as may be required.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

 

Work closely with the college management and administrators to ensure safety and security at college facilities.

 

Serve as a member of the department leadership team and as such assist in developing strategic plans to direct department activities.

 

Plan work activities for police and security officers assigned to his/her district/ division.

 

Direct the activity of the Sergeant/s assigned to his/her district/ division.

 

Investigate allegations of misconduct against officers assigned to his/her district/ division.

 

Conduct and/or supervise criminal investigations in his/her district/ division.

 

Review reports for completeness, accuracy, and solvability factors and route and file documents per the general orders and procedures of the department.

 

Maintain equipment, personnel, and other records.

 

Approve all leave requests, and ensures that all positions vacated by leave are filled.

 

Complete Officer Performance Ratings.

 

Participate in hiring boards and make recommendations.

 

Attend civic events as a representative if the Police Department and the College.

 

Supervise, coordinate, conduct and attend In-Service training.

 

Supervise crime prevention surveys and make recommendations for improvements to facility security.

 

Ensure compliance with Crime on Campus crime prevention requirements at his/her district/ division.

 

Complete officers’ performance ratings of officers and employment recommendations.

 

Listen and discuss problems with subordinates.

 

Provide Sergeant and officers with appropriate administrative and technical support.

 

QUALIFICATIONS 

To perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above.  The qualifications listed below are representative of the education, experience, physical requirements, knowledge, skills, and/or abilities required.

 

EDUCATION 

Bachelor’s Degree required; eight (8) years law enforcement or military service may be substituted for the Bachelor's Degree.

 

Must be a commissioned police officer of the State of Texas, certified by the Texas Commission on Law Enforcement (TCOLE). 

 

Must hold an Intermediate Certificate from TCOLE (Photocopy of certification must accompany the application).       

 

Advance Peace Officer Certification preferred.        

 

EXPERIENCE

Five (5) years of law enforcement service is required, including two (2) years as a supervisor.

 

Experience in higher education setting is highly desirable.

 

PHYSICAL REQUIREMENTS

Strong observation skills

 

Must be able to remain calm during stressful situations, emergencies and disturbances and be a member of the emergency response organizations at the assigned location

 

Must be able to lift and move 25 lbs. without assistance

 

Must be able to run 100 yards without stopping and be functional upon completion

 

KNOWLEDGE, SKILLS, AND ABILITIES

Employees in this position will be scheduled to work rotating shifts in a 24/7 environment.  Employees will be expected to work holidays, nights and/or weekends to meet staffing and scheduling requirements.

 

Must be proficient in the use of computers, Windows, MS Office Suite, MDTs and other generally used police technology

 

Must be able to organize and start up programs (i.e. crime prevention, community outreach, etc.)

 

Must be able to organize and manage a budget

 

Must be able to speak publicly representing his/her district, the police department, and the college

 

Must have a working knowledge of crime statistics and statistical analysis

 

Must be able to conduct risk assessments

                                                                                                                     

Must be a self starter

 

Knowledge of state and local laws

 

Ability to communicate effectively with all levels of HCCS personnel, in person and in writing

 

Ability to mediate conflicts

 

Supervisory skills preferred.

 

Strong observation skills
